Question about spinning wool: way to get it softer?

I bought a fleece a little while ago; I cleaned it, carded it, and now am working on spinning it. However, I’m having problems with the wool being really scratchy. I’ve tried spinning pre-cleaned and carded wool before and that was scratchy too.

I’m not sure what kind of sheep it was. (I forgot the breed: but the wool’s a cream color.)

Is there any way I can make the wool softer? Should I card it more? Spin it a certain way? Do a certain amount of plies (I was doing 3-ply)?
How do I make my 100% wool yarn as soft as store-bought wool yarn?

    It all depends on the breed of sheep it came from. Some is REALLY soft and fine, others are coarse and scratchy.

    Cream fleece doesn’t tell what the breed is.
